Consumer-Driven Research

In summer 2018, we again worked with LifeScanner and 81 volunteer citizen scientists to assess the quality and accuracy of retailers’ seafood labelling, turning the data into an index from which we can track improvements. Based on our 2017 results, we focused this round of testing on major retailers and the most challenging products that are commonly available in the Canadian marketplace (i.e. cod, sole, snapper/rockfish, wild salmon and farmed shrimp). Volunteers sent the DNA samples and pictures of the seafoods’ label in to LifeScanner.

In total, 272 samples were processed from 85 major retail stores across the country, representing 123 nationally unique products and 31 different species. Using the data our participants entered and the pictures they submitted, SeaChoice created a database of “Nationally Unique Products” to make sure that we weren’t double or triple counting products sold across different stores. We are going to use these 123 Nationally Unique Products to establish a baseline on labelling quality and accuracy, and we will re-test products over the coming years to see if retailer’s labelling practices are improving.

Similar to our 2017 results, our more focused 2018 sampling revealed that retailers are doing a relatively good job of telling Canadians whether their seafood is wild caught or farmed. However, only one quarter of the products had labels indicating where the product was fished or farmed, just over 1 in 10 products indicated a scientific name, and less than 1 in 10 specified a production method. Canadians continue to eat in the dark when it comes to our seafood.

Using common names on product packaging can lead to confusion as some species have multiple common names and some common names refer to multiple species. Using the scientific (Latin) name for species eliminates the confusion – there is only one valid scientific name for each species.

Knowing where seafood was sourced (geographic origin) is key to assessing its social and environmental sustainability. And since countries have variable standards for processing related to health, safety, and labour, it is helpful to know where the seafood was processed (ie filleted), via "Product of [Country]".

Some species may be unsustainable if coming from the wild, but sustainable if farmed (and vice versa). Likewise different geartypes and farming methods have different impacts on species and their environments. Knowing both allow for assessment of sustainability.


Almost one in ten unique seafood products had one or more samples that were determined to be mislabelled. This might not initially seem like a lot, but it adds up to a significant problem considering we focused on seafood sold in large volumes by Canada’s biggest retailers.

9% of nationally unique seafood labels were graded as A: Good Labelling Practice; 11% were B: OK; 20% were considered C: Unsatisfactory; and more than half were considered to be D: Poorly Labelled. 9% of the unique products evaluated were considered to be mislabelled with an incorrect or improper common name for the species in the package (see Assessment Process, below, for grading details).

Participating Retailers


85 major retail stores were involved in this nationwide survey from Canada’s seven largest retailers (Costco, Federated Co-operatives Limited (Co-op), Loblaw, METRO, Overwaitea Food Group, Sobeys, and Walmart). This survey was supported by volunteers in 64 cities and towns from 10 provinces across Canada.

Seafood mislabelling can occur anywhere along the supply chain – which means it may not be the retailer that is responsible for the mislabelling. It would be unfair to place the onus on the retailer without knowing the exact origin of the labelling error. SeaChoice followed up with each retailer for which our DNA testing found instances of mislabelling. We alerted them to the issue and discussed what steps they could take to make sure errors do not happen again in the future.

Assessment Process

SeaChoice assessed each label by determining whether the genetic identification of the seafood item corresponded with acceptable common names from the Canadian Food Inspection Agency’s (CFIA) Fish List, as well as the number of pieces of key information elements included on the label. Samples were determined to be mislabeled (red on the map) if the identification from the DNA of the sample and the common name listed on the packaging did not match. If the item was correctly labelled by CFIA standards, SeaChoice then determined how many existing best practice labelling elements were included on the package. These labelling elements are:

  1. Correct common name
  2. Scientific name
  3. Geographic origin
  4. Country of processing (product of)
  5. Whether farmed or wild
  6. Harvest method
If 5-6 of these basic elements were listed, then the product was graded as A: "Good Labelling Practice" and marked on the map and table below in dark green. Those with only 4 of the above elements included are marked in light green ("B: OK"), 3 elements are marked in yellow ("C: Unsatisfactory"), and 2 or fewer elements are marked in orange ("D: Poor Labelling Practice"). NOTE: CFIA regulation mandates that only common name is required for domestic seafood, and common name and “product of” for imported seafood.
